Dr. Charles Stansfield is an authority on second language testing. During his 30 year career, he has been a secondary school teacher of Spanish, a tenured professor of Spanish and teacher trainer at the University of Colorado, a test program administrator at Educational Testing Service, director of the ERIC Clearinghouse on Languages and Linguistics, and director of the Division of Foreign Language Education and Testing at the Center for Applied Linguistics in Washington, DC. 

He has developed and published proficiency tests in English as a second language and in 15 other languages. He is the author or editor of over a dozen books and research monographs and 50 research articles published in professional journals. He is currently a member of the editorial boards of Language Testing and the Journal of Second Language Writing. Since 1994, when SLTI was incorporated, Dr. Stansfield has devoted himself full-time to the management of SLTI projects. Dr. Stansfield's Qualifications are further described below.

Major Test Development Experience

Lead developer of a new type of speaking test-the Simulated Oral Proficiency Interview (SOPI). Obtained funding for, developed, and published the Portuguese Speaking Test, Hausa Speaking Test, Indonesian Speaking Test, Hebrew Speaking Test, Japanese Speaking Test, Spanish Speaking Test, French German Test, and German Speaking Test and ancillary rater training kits.

Developed Guam Educators Test of English Proficiency for Guam Department of Education.

Developed for the Texas Education Agency the Texas Oral Proficiency Test for certification of French, Spanish, and bilingual education teachers in Texas.

Developed the Spanish-English Verbatim Translation Exam for the selection of FBI translators.

Developed the Listening Summary Translation Exam for the selection of FBI language specialists in Spanish and Southern Min.

Developed the Preliminary Chinese Proficiency Test and the Polish Proficiency Test.

Program Test Development Coordinator for the Test of English as a Foreign Language.

Led the development of the TOEFL Test of Written English (TWE) at ETS.

Served as director of ETS' Test of Spoken English. Developed the SPEAK kit.

Served as director of ETS' Secondary Level English Proficiency Test.

Developed the Spanish as a Second Language Achievement Test for use in bilingual education programs in Colorado.

Member, Committee of Examiners for the National Teachers Examination: Spanish.
