About SLTI

Second Language Testing, Inc. (SLTI) is the first company of its kind—focusing on the development of tests of language skills and the translation of standardized tests. We also carry out assessment research, such as psychometric studies, rater standardization studies, and independent technical evaluations. With offices located in the Washington, DC Metro area and in Princeton, NJ, SLTI’s team includes test development and translation specialists. We also maintain a worldwide network of consultants, as well as translators and language specialists for over 50 languages.

Since our incorporation in 1994, SLTI has gained an excellent reputation and posted an impressive number of achievements. SLTI’s competency and expertise are demonstrated by the number and quality of products that we have produced, the experience of our founder Dr. Charles W. Stansfield, and the highly competent project managers and test developers we employ. The past accomplishments of SLTI are an indication of the organization’s potential to carry out the requirements of any proposed project. Mission Statement

SLTI carries out a wide range of activities related to its mission of promoting the development of high-quality assessments. At SLTI, we:

  • Develop assessments of language skills that are valid and reliable
  • Provide test-translation services as an accommodation in large-scale, standardized tests
  • Promote the creation of assessments that are maximally accessible to English Language Learners
  • Serve as a resource for language testing research


After observing the increasing need for specialists in the development of foreign language proficiency assessments, Dr. Charles W. Stansfield founded SLTI in 1994 to fill this void. SLTI was initially created so that Dr. Stansfield could serve as a consultant for language-testing projects in the National Capital Region. Under Dr. Stansfield’s leadership, SLTI grew into a full-service company, developing language tests, providing test-translation services, and providing research services to a variety of clients, including government agencies, state education agencies, and other testing companies.

In 2011, SLTI was purchased by Berlitz Languages, Inc. This move was strategic for both companies; SLTI gained the worldwide resources of Berlitz, including language resources and facilities resources, while Berlitz gained the language-testing expertise of SLTI. Since the acquisition, Berlitz has begun to consilidate all the language-testing roles of Berlitz into SLTI, so SLTI serves as the official language-testing division of Berlitz.

Under the continued guidance of Dr. Stansfield, SLTI is a major player in the language-testing field, focusing on the development of high-quality, valid, and reliable language assessments.

Dr. Charles W. Stansfield

Dr. Charles W. Stansfield is the Founder and President emeritus of SLTI and is an authority on second language testing. He has developed and published proficiency tests in English as a second language and in 15 other languages. He is the author or editor of over a dozen books and research monographs and 50 research articles published in professional journals. He is currently a member of the editorial boards of Language Testing and the Journal of Second Language Writing. Since 1994, when SLTI was incorporated, Dr. Stansfield devoted himself full-time to the management of SLTI projects.

During his 40-year career, he has also served as a secondary school teacher of Spanish, a tenured professor of Spanish and teacher trainer at the University of Colorado, a test program administrator at Educational Testing Service, director of the ERIC Clearinghouse on Languages and Linguistics, and director of the Division of Foreign Language Education and Testing at the Center for Applied Linguistics in Washington, DC.
